BACKGROUND
This is a local recruitment. Only Chinese nationals, individuals with residence status are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for China.
JOB DESCRIPTION
MAJOR RESPONSIBILITIES AND DUTIES

Under the guidance of the Country Coordinator, IUCN China, with close collaboration with technical and operational staff, the Project Manager will coordinate, develop and implement the assigned projects and initiatives particularly on Nature-based Solutions (NbS), to ensure effective and timely development, planning, delivery, monitoring, and evaluation of programmatic initiatives for IUCN China.

The main responsibilities are:

i. Lead the implementation and management of assigned projects and initiatives

ii. Support the promotion of Nature-based Solutions in China

iii. Undertake programmatic development and fundraising

iv. Support organizational matters of IUCN in China, particularly government relationships

Under the guidance of the Country Coordinator, the incumbent is expected to perform the following duties:

1. Implementation and management of assigned projects and initiatives

• Undertake, coordinate and facilitate the overall project cycle management of the assigned projects;

• Undertake the needed project management processes following the IUCN systems and protocols, including but not limited to annual planning and budgeting, work plan development and progress tracking, project budget schedule implementation and control, project progress tracking and reporting, project finance and administration;

• Take the lead on the project implementation, including direct implementation of activities, including research and analysis, technical documentation formulation, and management of procurements and contracting etc., as well as organization and facilitation of technical events, in order to achieve the expected results and outcomes.

• Integrate monitoring and evaluation in the work of assigned projects including the development and use of performance indicators for quality management, and production and submission of quality progress reports;

• Support programme and project evaluations and participate in related reviews, as necessary;

• Lead the development and implementation of project communications and outreach strategies and activities, in order to enhance project profile and widen the impact on larger scales, including dealing with media, producing communications materials and organizing events and campaigns.

• Lead the coordination and communication with project donors, including needed performance of contract duties, frequent communications, timely submission of plans, budgets and reports, etc.;

• Lead the coordination and communication with partners and stakeholders for smooth project implementation, including organization of meetings, regular updates, development and circulation of documentation and communications etc.

• Actively leverage other technical, financial, policy and partnership support into the assigned projects, especially including developing proposals, concepts and supporting fundraising.

• Liaise closely with IUCN Secretariat’s thematic units, Members and Commissions to ensure outputs and commitments identified in projects are delivered in a timely and effective manner and any resulting products are of high quality;

• Ensure that lessons learnt in assigned projects are documented and applied in current and future work.

2. NbS promotion

• Collaborate related technical staff at IUCN Headquarters, Asia Regional Office and IUCN China to promote the IUCN NbS standard and initiatives in China and beyond;

• Support the CC to develop the NbS China Hub and to ensure its operations and functioning with the government partner/s;

• Present in external and internal events and fora to introduce and increase the profile of NbS and IUCN, including the IUCN World Conservation Congress, Conferences of Parties of relevant international conventions, as well as other meetings;

3 Programme and Project Development

• Work with the supervisor and other IUCN China staff in seeking new funding opportunities by developing needed alliances with donors, members and partners;

• Develop and maintain relationships with relevant donors and partners, including governmental, non-governmental, corporate and civil society partners in China and internationally;

• Actively undertake proposal development on NbS and its associated topics e.g. landscape approach, ecosystem-based approach, natural/green infrastructure, sustainable agriculture etc.;

• Provide programme development support to other IUCN China staff in the preparation of project concepts and proposals, on protected areas, natural capital, transboundary collaboration etc.;

• Support the supervisor and finance staff on matters related to financing and sustainability of IUCN China including preparation of donor contracts, integration of annual work planning and budgeting, and exploration of financing mechanisms;

4 Organizational matters

• Support the overall organizational matters of IUCN China, particularly on government partnerships;

• Support the constituency, Patrons of Nature, and other network development and coordination;

• Undertake any other tasks as may be assigned by, and mutually agreed with the line manager

Please Note: The above TOR contains the main responsibilities and duties of this position. However in an ever evolving organization such as IUCN staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular TOR. Where any task becomes a regular part of staff member’s responsibilities, the TOR should be changed in consultation between the manager, the staff member and the HR Unit. Any one of the three may initiate the consultation.

REQUIREMENTS
  • Postgraduate degree in natural resources management, ecology, environmental management, project management, Economics, or a relevant field.

• At least 8 years of progressively responsible experience in a relevant field with particular focus on environmental or natural resource programme/project development, management and M&E; out of which, at least 3 years must be in a managerial role.

• Proven experience in all phases of programme/project development, management and implementation is essential, including planning, execution, M&E, and technical and financial management and reporting.

• Demonstrated experience and ability in project proposal development and the writing of technical documentation.

• Ability to work under pressure and to meet and deliver deadlines.

• Excellent analytical, interpersonal, facilitation, and teaming and networking skills and ability.

• Experience and ability to work in a multicultural and multi-perspective environment and needed awareness of governance, environmental and socioeconomic contexts of China and in Asian region, and cultural awareness and sensitivity to diversity and gender issues.

• Willingness to travel frequently, both local and internationally.

• Native Chinese speaker with good fluency in written and spoken English.

• Adequate computer literacy.
