Protecting Antarctica's Southern Ocean
The Protecting Antarctica's Southern Ocean (Southern Ocean) project is working to establish a network of marine reserves in the Southern Ocean through the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR), an organization made up of 25 members, including the United States and the European Union. The campaign goal is to establish four protected areas in CCAMLR managed waters by the end of 2020.
Antarctic marine reserves serve many important ecosystem functions, one of which is to protect foraging areas for penguins, seals, whales and other predators by restricting industrial fishing. In 2016, the campaign succeeded in establishing the world's largest marine protected area (MPA) in Antarctica's Ross Sea, an area home to large populations of penguins, seals, whales and Antarctic toothfish, also known as Chilean seabass. CCAMLR is currently considering three other MPA proposals in the East Antarctic, the Weddell Sea, and the Antarctic Peninsula region. To build on the momentum of the Ross Sea, the Southern Ocean team will continue to work with CCAMLR governments to secure more large-scale marine reserves, and work towards the vision of a network of protected areas surrounding the Antarctic continent to safeguard its unique wildlife from the pressures of human activities.
Position Overview
The Trusts is seeking to hire a senior associate who will report to the manager of the Southern Ocean team. This position will work closely with project staff and coalition partners internationally to implement an effective campaign strategy that achieves large scale marine reserves in the Antarctic. While supporting the entire spectrum of activity under the project, this position may include conducting background research on relevant marine science, ocean governance issues, and broader geopolitics as they apply to international decision making, as well as event planning and outreach on behalf of the campaign to key government stakeholders The position is located in the Trusts' offices in Washington, DC. The Southern Ocean project is designed as a long term effort. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.
Responsibilities
- Assist in developing and implementing a clear and focused strategy to meet identified campaign goals at the global, regional and national level.
- Provide support to ensure effective coordination of work across various subject matter and implementation of campaign strategies. This will entail developing collaborative working relationships with Southern Ocean colleagues and coalition partners located around the world.
- Organize campaign events and meetings, working closely with other team members and external partners. Ensure appropriate follow-up takes place including tracking action points and preparing meeting or event summaries as needed.
- Responsible for the development of reports, policy briefs, campaign updates and outreach materials that are highly relevant to policy deliberations and are easily understood by the public, media and policy makers.
- Provide core research capabilities to the project team as needed. Review and fact-check research that is delivered by contractors and other staff.
- Respond to general campaign inquiries.
- Develop and maintain good relationships with partner organizations and other interested parties in the Southern Ocean campaign.
- Represent the Southern Ocean project by participating in meetings, conferences, seminars and multilateral forums.
- Develop and maintain broad knowledge, as well as subject matter expertise, of the science, policies and politics of marine conservation, CCAMLR, and specific penguin ocean conservation issues.
- Carry out special projects and other tasks including planning for major Southern Ocean outreach events.
- Ensure all project work is carried out consistent with Pew policies, guidelines and protocols. Contribute to the high standards of Pew's work by maintaining commitment to accuracy and quality.
Requirements
• Bachelor's degree is required, graduate degree in public affairs, public policy or environmental science preferred.
• A minimum of four years of directly related professional experience in international conservation, public policy or political campaigns, helping shape the way decision makers and the public perceive and respond to environmental and natural resources management issues. Specific knowledge of and experience with multilateral fisheries forums or marine conservation issues preferred.
• Prior to commencing employment with Pew, candidates for this position who were registered to lobby in any jurisdiction must certify termination of previous registration(s) and provide copies of termination notices with said jurisdiction(s) to Pew.
• Ability to set short- and long-term planning goals in-line with program strategy. A task-oriented style, with focus on achieving clear and ambitious goals.
• Demonstrated ability to meet multiple deadlines by maintaining a high level of organization. Ability to develop and move projects forward with a high degree of independence and autonomy.
• Superior oral and written communications skills. Ability to synthesize material and to focus quickly on the essence of an issue, as well as the means to address it. Confidence in presenting one's own ideas and diplomatically persuading others, as appropriate. Ability to communicate complex ideas for a general audience.
• Language skills in Russian, French, Chinese, Korean, Norwegian, Japanese or Spanish a plus.
• Strong interpersonal skills; ability to develop and manage productive relationships with consultants, partners and others who contribute to the development of a project by anticipating possible outcomes.
• Ability to work productively with a wide array of different people and institutions that frequently disagree with and are in competition with one another.
• Excellent analytical and problem solving skills, and highly results-oriented;
• Seasoned judgment, ability to make decisions, justify recommendations and be responsive, clear and firm with colleagues and partners.
Travel
Some international travel for this position is anticipated and availability must be flexible and able to travel long distances and be away for up to 3 weeks at a time.
