Environment

For the past two decades, Pew has been a major force in educating the public and policy makers about the causes, consequences and solutions to some of the world's most pressing environmental challenges. Our work is focused on reducing the scope and severity of three major global environmental problems:

 

  • Dramatic changes to the Earth's climate brought about by the increasing concentration of greenhouse gases in the planet's atmosphere;
  • The erosion of large terrestrial wilderness ecosystems that contain a great part of the world's remaining biodiversity; and,
  • The destruction of the world's marine environment.

 

Project Summary

At least one fifth of all fish taken from the sea are caught illegally or beyond the reach of regulators. This significantly threatens the health of the global ocean ecosystem and undermines the economies of countless fishing communities around the world. Fishing grounds in developing countries and on the high seas are especially vulnerable to exploitation by companies that engage in illegal, unreported and unregulated (IUU) fishing. International crime in fisheries flourishes because flag states do not fulfill their legal obligations to control the fishing operations of their vessels and port states do not have the tools and incentives to identify and prosecute these crimes in port.

 

There is no silver bullet capable of addressing IUU fishing. Many tools must be marshaled to close down the avenues for illegally caught and unregulated fish. The campaign is working to lay the foundations for a global system of enforcement to combat illegal fishing through the adoption and effective implementation of policy measures that enable the identification and tracking of industrial-scale fishing vessels, the development of practical tools to improve information-sharing among enforcement authorities, and the building of the necessary human and technical resources to sanction such vessels if they have engaged in illicit activities. To accomplish this, one of the focus areas for the campaign will be on securing the ratification and implementation of the United Nations Agreement on Port State Measures to Prevent Illegal, Unreported and Unregulated fishing (PSMA). The campaign will also focus on putting in place ways for countries and international fisheries management organizations to share information and increase transparency and accountability, prerequisites for an effective global fisheries enforcement system. This position will be responsible for managing these elements of the campaign.

 

Position Overview

The Senior Associate will support the policy work of the campaign in the Pacific region, including outreach to key stakeholders and coordination of engagement with international organizations and in international fora. The senior associate will work closely with the manager to ensure the delivery of policy objectives across the project with a specific focus on advocating for widespread ratification and implementation of the Port State Measures Agreement.

  • Work with campaign staff and consultants to develop and implement the strategies and activities of the campaign.
  • Support the policy work of the campaign, including outreach to key stakeholders and coordination of engagement with international organizations and in international fora.
  • Work with campaign staff to deliver policy objectives across the project.
  • Communicate with and support the work of international consultants working on the campaign.
  • Represent the campaign at meetings, conferences and other events as needed.
  • Communicate regularly by telephone and e-mail with domestic and international coalition partners and members of the public supportive of the campaign.
  • Research, develop, edit and proof-read fact sheets, letters-to-the-editor, action alerts, Web content and other campaign public information materials.
  • Manage special projects ranging from developing special sections of the campaign Web site to cultivating organized support within a public constituency group.
  • Prepare and oversee contracts for the campaign, as needed.
  • Actively collaborate with other Pew campaign staff, particularly those working on campaigns focused on issues of common interest.
  • Work with Pew team members on special projects and initiatives, as necessary.
  • Represent Pew and the campaign at meetings and events where relevant enforcement policies will be discussed.

Requirements

  • Bachelor's degree required.
  • A minimum of four years of relevant professional experience required. Experience in international fisheries policy, marine conservation or maritime law or enforcement issues is desirable;
  • Excellent written and oral communications skills, including communicating complex ideas for a general audience.
  • Strong interpersonal skills, including the ability to develop and manage productive relationships with staff, consultants, partners, and others.
  • A detail-oriented style with a focus on results. Ability to meet multiple deadlines by maintaining a high level of organization. Able to develop and move projects forward with independence and autonomy, yet working in a cooperative spirit in a multi-disciplinary team.
  • Available outside normal business hours when essential to organizational priorities.
  • Computer-assisted reporting skills or experience with Microsoft Excel, Microsoft Access and/or research databases a plus.
  • Ability to fit into a creative, fast-paced, and highly professional corporate culture which emphasizes excellence, collegiality, and teamwork. Has a proven track record of working as a member of a team and individually to meet goals.

 

Travel

It is anticipated that the individual in this position will travel internationally for approximately 25 percent of their time to meet campaign objectives.
