TERMS OF REFERENCE 

Safeguarding Enhancement and Training Development Consultancy 

Type of contract: Consultancy 

Timing of assignment: Ideally September but timing is flexible. 

Line management: Assistant Director of International Operations 

Background

Inspiring, informing, empowering – working for wildlife. The Conservation and Policy (C&P) Department, which has 250 staff delivering conservation work globally directly and through partners. 

ZSL developed a Safeguarding policy in 2016 with the support of the NSPCC which covers all UK activities and had a section on overseas operations but not in detail. With the recent changes to safeguarding governance from the Charity Commission ZSL wishes to develop its safeguarding procedures for overseas operations to ensure compliance. 

Objectives 

  • To produce a new ZSL International Safeguarding Policy and associated training pack which enables ZSL to build and strengthen safeguarding governance, culture, behaviours and priorities to manage safeguarding risks and prevent people from harm. The pack should include a manual that can be used both internally and externally by staff and partners with minimal adaptation for context. 
  • To produce a Training of Trainers (ToT) training pack and facilitator’s manual to be used by Safeguarding focal points in country offices. 

Tasks: 

Based on the consultants’ experience, knowledge of best practices, and the sector’s new guidance and requirements, the consultant(s) will: 

  • Conduct a desk review of current safeguarding and related policies, complaint mechanisms, reporting and auditing and training materials and advise ZSL on areas for improvement to its current policies and guidelines including drafting of a new international specific policy (ZSL already has a global Safeguarding Policy which covers the UK and other countries) and reporting procedures for review, amendment and adoption. 
  • Develop a safeguarding training pack and a training manual that can be used for staff and partners with minimal adaptation for context (including a facilitator’s guide, power point slides, case studies for discussion, etc.) 
  • Train all Designated Safeguarding officers for international operations in their key responsibilities. 
  • Produce a ToT training pack and manual for safeguarding focal points in country offices (including how to conduct training for adult learners, areas where contextual adaptation is key and tips on adaptation) 
  • Develop a final report with recommendations on staff and partner training frequency, refresher training, and further capacity development that may be needed based on observations and field visits. 

Confidentiality and authorship: 

ZSL will have exclusive ownership of all information generated by this consultancy. The consultant(s) may pass the information on to other parties in specific instances if ZSL agrees to this in advance. The consultant(s) will treat as confidential all information provided by ZSL about its work as part of this consultancy. 

Available Budget: 

The available budget for this piece of work will be up to £12,000 including VAT. Proposals will be assessed on a value for money basis.
