JOB PURPOSE: To lead and facilitate development of coherent programme policy and to support improved practice on DRR

DIMENSIONS

  • Multiple approaches that involve mitigation, adaptation, restoration, risk reduction, vulnerability reduction, livelihoods and sustainability
  • Diverse and complex problem-solving, requiring professional knowledge field experience and an understanding of development and humanitarian work.
  • Problem-solving and analysis often involves difficult decision-making  although difficult decisions taken with manager.
  • Advice and problem-solving often given over distance with limited information.
  • Information sources are diverse, ranging from academic research to data collection in programme and non-programme areas and often requires a judgement on credibility and accuracy of the information.
KEY RESPONSIBILITIES
  • Support and advise programmes to use the DRR approach to systematically incorporate disaster risk knowledge, preparedness, mitigation and prevention across our actions.
  • Leads on regional advocacy on DRR (including towards OI counterparts) and provide inputs to advocacy on CCA in close coordination with the Environment & CC adviser.
  • Contributes to the regional humanitarian capacity building plan.
  • Provides advice on innovation and piloting of CCA projects at community level in close coordination with country colleagues, the Environment & CC adviser and the Regional Economic Justice team.
  • Together with the Environment and CC Adviser and Regional Economic Justice team, ensures strong complementarities and cross learning according to Oxfam's one programme approach.
  • Facilitate regional and global cross learning on DRR and CCA, including support to gathering disseminating of good practice cases and knowledge management.
  • More effective engagement in piloting and innovating work at community level in DRR and CCA taking sound advantage of the many new internal and external opportunities for funding e.g. DRR seed funding, new EU DRR strategy for developing countries, GFDRR, and many new CCA funding.
  • Contribution to the global DRR/CCA policy and systems development within OGB/OI with a LAC perspective.
  • Ensures gender, protection and HIV/AIDS is mainstreamed in DRR&CCA work.
  • Works in a matrix across Regional Programme Managers, is managed by Regional Humanitarian Manager and Country Directors.
  • Plays a key role in the development, implementation and monitoring of disaster risk management preparedness and mitigation projects through direct support to country offices.
  • Supports evaluation of DRR & CCA projects in coordination with CDs.
 SKILLS AND COMPETENCE
  • Significant field experience in emergency response in integrated programmes (E)
  • Broad experience in supporting/leading/integrating on DRR & CCA activities, preferably in an NGO sector proving sound theoretical and practical understanding of DRR & CCA issues. (E)
  • An understanding of Oxfam's programming approach.(E)
  • Diplomatic skills and cultural and political sensitivity. (E)
  • Project management experience.(E)
  • Varied experience of using monitoring and evaluation methodologies (E)
  • Proven relationship management skills (E)
  • Proven negotiation skills with cultural sensitivity (E)
  • Demonstrates ability to identify and implement opportunities for innovation (D)
  • Gender knowledge and cultural sensitivity with a strong commitment and understanding of the values and principles of Oxfam (E)
  • Fluent in English and Spanish (E)
  • French an advantage (D)
  • Knowledge and experience of working in the region. (D)
 OTHER:  Ability to undertake unaccompanied travel and go to disaster areas as required.
