|
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in UNEP/DEPI at the Athens duty station. Under the direct supervision of the Coordinator, the Programme Officer will carry out the following duties:

Responsibilities
|
|
|
|
Ensure that collaboration with all executing partners is supported by legal agreements, work plans, budgets and financial reports and that resources are made available to executing partners; Bring any significant changes to the work plans and budgets of executing partners or cases of any inability of an executing partner to fulfill their role in the project, to the attention of IW unit; Prepare documentation for the yearly Strategic Partnership Steering Committee and Coordination Group Meetings; Ensure full coordination, timelines, consistency and harmonization among all project activities and co-executing agencies; Prepare Terms of Reference (and other legal agreements) for project activities, consultants and contractors, and review legal agreements prepared by the co-executing agencies for the project; Ensure the full implementation of the Monitoring and Evaluation Plan; Liaise with other non-partner entities and donors active in the Mediterranean Sea LME to ensure maximum synergy and catalyze coordinated actions and investments; Organize the preparation of yearly work plans and budgets; Organize all project meetings, the yearly SC meetings and Coordination Group Meetings; Foster exchanges and establish links with other GEF IW projects; liaise on a day-to-day basis with various parties involved in the project and the Implementing Agency to facilitate the implementation of the project and promote exchanges of information among project participants; Ensure full participation of stakeholders in the project, and define and adopt strategies to enhance stakeholder participation; Facilitate dissemination of the project activities, outputs and other documents; Represent at project at meetings; Liaise with other with UNEP focus on those referred to in the Project document and coordinate activities with other programmes and projects at national, provincial and local levels; Ensure clear allocation of participating countries in-kind contribution to project activities; Performs other duties assigned.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in environmental science or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|

Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in water related environmental programmes and projects, some of which should be in the Mediterenian region at an international level.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of French is desirable. Knowledge of another UN language is desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates for this position may include a substantive assessment which may be followed by a competency-based interview.
|
