|
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities (www.unep.org). The aim of the FIRM (Facilitating Implementation and Readiness for Mitigation) project is to help participating countries strengthen their national mitigation plans and strategies and get a ‘quick-start’ on technology-based mitigation activities whilst responding to national development priorities. The participating FIRM countries are Costa Rica, Ethiopia, Ghana, Indonesia, Mexico, Morocco, Senegal, South Africa and Vietnam. The project provides technical advice and institutional capacity-building services to help accelerate implementation of public and private mitigation projects, thereby contributing to a low carbon development strategy, and reduced emission of greenhouse gases. Under the general supervision of the UNEP/DTIE Head, Policy Unit of UNEP’s Energy Branch, the Programme Officer will perform the following functions:

Responsibilities
|
|
|
|
1. Coordinate implementation of projects and activities undertaken by the Unit: Strengthen institutional infrastructures for climate change mitigation in developing countries; Promote development, use and transfer of policies, technologies, economic instruments and other tools to assist in decision making; Analyze experience and drawing lessons on UNEP efforts to transfer climate relevant technology in support of the United Nations Framework on Convention on Climate Change objectives; Identify opportunities for coordination with other UNEP initiatives and collaborating partners; Contribute to knowledge management activities. 2. Participate in development of climate change mitigation projects; collect and analyze information including technology; policy, regulatory developments, trends and recommendations; create links between existing technology transfer and institutional projects and National Appropriate Mitigation Actions (NAMAs) developed in the framework of the international negotiations; Review and suggest ways of reorienting the work programme and workplan(s); respond to new priorities and external feedback.
3). Coordinate communication and outreach to donors, partners and stakeholders; Ensure efficient internal and external communications; Enhance UNEP’s role in promoting information exchange of information on energy issues and links to environment and development agendas; Communicate with partners about common positions and joint activities. Perform any other related functions.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in economics, law, public policy or international relations or a related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in programme/project management support or coordination preferably with relevant specialization in energy or climate change. Experience at the international level would be an asset.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of French or another UN language is desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
|

This position is funded for an initial period of one year and may be subject to extension.
