Description

We are looking for a Policy and Programme Manager who wants to change the world

This is one of the most exciting roles in the field of air quality. Your work will directly ensure that the voice of vulnerable audiences is heard. You will ensure that children, patients, and those who look after them (teachers, health professionals, parents and carers) influence decision makers (government and business) in support of much needed policies to improve air quality. Your projects will be positive in message, eulogising about the many benefits that clean air brings, and creating an environment in which the government feels confident to approve large steps forward – such as bringing forward the diesel car ban to 2030. Your role is pivotal. You will support our dynamic and fast-growing charity to welcome more businesses into the clean air movement, adopting practical policies that cut pollution immediately. COP26 will be a major focus for 2020.

The successful candidate will be a highly motivated individual who can lead on the following three areas:

Influencing

  • Influence government and business to take faster and deeper action to improve air quality and enable people to lead cleaner air lifestyles.
  • Develop and communicate insights and policy positions from our clean air programmes, especially with schools and healthcare organisations, and the Clean Air Public Insights Tracker (GAP intellectual property) to influence policy, inform public debate and lobby to accelerate the transition to cleaner air.
  • Design and deliver excellent programmes with maximum impact on time and to budget.
  • Strong understanding of the business case for action on air pollution and the ability to work with businesses to drive action on tackling air pollution.
  • Establish and maintain great relationships with public, private and charity sector delivery partners to collaborate for maximum impact.
  • Navigate different stakeholder positions to find and agree on shared environment and health outcomes.

Programme management

  • Design and deliver excellent programmes with maximum impact on time and to budget.
  • Strong understanding of the business case for action on air pollution and the ability to work with businesses to drive action on tackling air pollution.

Stakeholder management

  • Establish and maintain great relationships with public, private and charity sector delivery partners to collaborate for maximum impact.
  • Navigate different stakeholder positions to find and agree on shared environment and health outcomes.

Key skills and experience

Required:

The successful candidate will demonstrate:

  • A commitment to change, both to create change for what is good for us and the planet, and to see the beauty in change in a flexible working environment.
  • Experience of influencing government policy on environment or related issues.
  • Great interpersonal skills, with an ability to interact effectively at all levels with partners and senior stakeholders from government and business, including brokering, growing and maintaining collaborations.
  • Proven negotiation skills, in order to agree policy positions and get stakeholders to act on air pollution.
  • Excellent written and oral communication skills, in order to clearly develop and communicate policy positions and articulate these convincingly to decision makers and stakeholders.
  • Excellent programme management skills, including financial planning, time management, collaborative working, risk management and an eye for detail to achieve impact, high standards and client satisfaction.
  • Proven programme design skills, to be able to drive the development and delivery of programmes and think creatively about opportunities from a user perspective.

Desirable:

In addition, the following experience and skills are applicable, although not all are essential for the role:

  • Sustainability expertise, with up-to-date knowledge about the health impacts and solutions to air pollution.
  • Business development skills, to explore opportunities with existing clients and identify new ones, ideally with corporates.
  • Data analysis, to be able to extract and communicate pertinent meaning and messages from sets of data.

You will report to the Head of Health and Air Quality.
