|
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. CITES (Convention on International Trade in Endangered Species of Wild Fauna and Flora) is an international agreement between states. Its aim is to ensure that international trade in specimens of wild animals and plants does not threaten their survival (www.cites.org). The MIKES programme incorporates the system established by the CITES Conference of the Parties to monitor levels of illegal killing of elephants at more than 80 conservation areas spread across 47 elephant range States in Africa and Asia, with the goal of providing reliable information and building capacity for the management of elephant populations. This positions is in the CITES Secretariat, administered by UNEP, and located at the Nairobi duty station.

Responsibilities
|
|
|
|
Under the direct supervision of the Chief, Scientific Services, the incumbent will perform the following functions:
1. Coordinate and supervise specified actions required for the implementation of the MIKES programme by:
(a) monitoring project implementation, including the analysis of challenges and proposing corrective actions;
(b) monitoring project budget allocations and expenditures;
(c) requesting actions for recruitment of experts and ensuring satisfactory and expeditious completion of services and outputs;
(d) overseeing the compilation and analysis of MIKES data and communication of results to the participating national governments;
(f) facilitating national/site-based training in survey methodology, data management and data analysis;
(g) providing guidance for the preparation of training materials;
(h) communicating with governmental MIKES staff;
(i) providing scientific and technical guidance as necessary;
(j) help to raise funds for the continuation of the programme; and
(k) reporting on a regular basis on progress with the implementation of the project to other staff in the CITES Secretariat;
2. Communicating regularly with the Standing Committee’s MIKE ETIS Sub-group, the MIKES Sub-Regional committees and MIKE and ETIS Technical Advisory Group (TAG) and convening Sub-Regional committee and TAG meetings;
3. Preparing technical reports related to the MIKES programme required for meetings of the Conference of the Parties and the Standing Committee;
4. Representing the CITES Secretariat at workshops/meetings related to the MIKES programme;
5. Undertaking any other activities related to the implementation of the MIKES Programme.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in natural resources management, business administration or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in project or programme management in programme area associate with the post. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates for this position will include a substantive assessment which will be followed by a competency-based interview.
