Join the Strategic Flood Management Team as a Lead Flood Programme Manager which is part of Planning and Environment Service within the Planning, Growth and Sustainability Directorate.

About us

We are a team of fifteen who are enthusiastic and passionate about delivering the statutory responsibilities of managing local flood risk in BC’s role as the Lead Local Flood Authority. We are responsible for the delivery of a number of flood management projects and developing new projects for future programmes. These projects cover a wide range of options from more engineered solutions such as culvert replacement through to catchment options of Natural Flood Management measures and property flood resilience options or temporary defences within the community. We also help to guide the flood management approach on large infrastructure projects.

About the role

Are you keen to have responsibility for managing projects and delivering the programme of flood management projects on the ground and helping communities to manage their flood risk? Then this role could be for you.

Are you keen to have a variety of projects to work on and an opportunity to develop a pipeline of projects? We have an exciting opportunity for someone who is keen to use their project management skills in the area of Flood Management and who wants to be involved in a proactive and exciting part of the Council. The projects are varied in size (£100k to £3M), techniques and at different stages. There is large scope to develop and shape the programme of projects going forward. We have some projects which are already moving into construction and others which are moving through business cases into design. This is an opportunity to be involved in a range of different projects from catchment scale (Natural Flood Management) to engineering (culvert replacement/removal) to community projects (property flood resilience and temporary defences).

This role requires project management experience of construction and/or community projects and ideally that experience will be in the Flood Management area or relevant associated areas. Key will be your enthusiasm and commitment to working in partnership with partners and communities and to grow and develop this area of work.


Key Accountabilities

  • Lead the delivery the programme of projects for the flood management area, working with a dynamic team and co-ordinating the work of the in-house specialist teams and external specialist consultants/contractors to ensure projects are delivered on time and fit for purpose.
  • Manage the budgets and contracts for the projects and provide updates to report on service standards/performance indicators /budget for area of responsibility
  • Build relationships and trust with a diverse range of partners from other Risk Management Authorities, members, internal stakeholders, consultants and contractors and communities
  • Research, source, co-ordinate and manage the application for external funding through the preparation of business cases

Any-Desk:

As an ‘any-desk’ worker, you’ll need a desk, screen a keyboard to get your job done. You’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements*.

About you

Skills & Experience

  • Has project management experience and skills (preferably PRINCE2 or equivalent) ideally in a relevant associated field such as construction management
  • Relevant degree in Geography, Environmental Science or Engineering or equivalent experience in a related area
  • Has relevant experience and technical skills in a flood or water management role
  • Has prepared and submitted successful business cases for projects
  • Has experience in tender appraisal and contract management
  • Has knowledge of roles and responsibilities of the Lead Local Flood Authority
  • Ability to manage and prioritise work to meet deadlines
  • Able to manage a complex workload of a number of different projects and to lead the programme
  • Has experience of building and maintaining relationships with a range of stakeholders, and an ability to represent professional service area both internally and externally
  • Strong analytical, negotiation, communication and presentation skills.
  • Degree or equivalent in a relevant discipline is essential.
  • Membership of a relevant professional organisation is welcomed.
