Who are JNCC?

Established in 1991, we’re the UK’s statutory advisor on issues affecting the natural environment across the UK and internationally. Our primary role is advising all four Governments of the UK. We also work with private sector organisations to support decision making on the sustainable use of marine waters and natural resources around the UK. JNCC is led by the Joint Committee, which brings together members from the nature conservation bodies for England, Scotland, Wales and Northern Ireland and independent members appointed by the Secretary of State for the Environment, Food and Rural Affairs under an independent Chair. Support is provided to the Committee by almost 200 people who bring together scientific and technical expertise, extensive knowledge of policy at global, European and national levels, and skills in working with other organisations. Staff are based in two main offices in Peterborough and Aberdeen.

The Joint Nature Conservation Committee (JNCC) is the statutory adviser to Government on UK and international nature conservation working at the science-policy interface.

Job description

JNCC has an ambitious work programme on marine protected areas (MPAs) in line with the UK Government’s aim “to recover and protect the richness of our marine environment and wildlife through the development of a strong, ecologically coherent and well managed network of marine protected areas”. JNCC, as statutory advisors on nature conservation to the UK Government and the Devolved Administrations, provide specialist advice on MPAs in UK offshore waters to help the UK meet its international obligations and national objectives to establish an MPA network..

Due to our strong track record in the delivery of expert advice on MPAs, JNCC have been successful in securing leadership for the MPA workstream of the Ocean Country Partnership Programme (OCPP). The OCPP represents a £55 million investment from UK Government in Overseas Development Assistance funding to support the development and delivery of technical assistance. The MPA workstream of the OCPP will very much be delivered In collaboration with expert input from other Government Arms-Length Bodies (the Centre for the Environment, Fisheries & Aquaculture Science – Cefas, and the Marine Management Organisation – MMO primarily).

As one of the International MPA Specialists at JNCC, you will be responsible for the technical delivery of the MPA workstream of the OCPP, accountable to and line managed by the International MPA Lead Specialist. The role will involve close working relationships with technical specialists in both Cefas and the MMO and with policy leads in Defra to ensure the effective ‘on the ground’ delivery of MPA technical assistance in target countries.

The specific technical assistance packages that will be delivered under the programme will be confirmed by undertaking ‘needs assessments’ with target countries. It will be your responsibility to work with the delivery team and key staff in the MMO and Cefas to produce and deliver technical assistance projects, considering what is feasible in the current virtual setting in which we all work.

The successful candidate will be expected to:

• Form a critical part of JNCC’s technical delivery team responsible for the MPA workstream of the Ocean Country Partnership Programme; specifically taking a leading role for technical delivery work in
your respective countries of responsibility

• Communicate and collaborate effectively with key staff across Cefas, the MMO and Defra in the first instance to ensure technical assistance delivery is well aligned to policy and technical priorities and
capitalises on the expertise held by each respective organisation in a proportionate way

• Be willing to travel overseas and oversee the development of, and lead the technical delivery of, workshops, training programmes and other initiatives associated with the needs assessments identified
for your respective countries of responsibility

• Effectively manage a small team of staff dedicated to the delivery of the MPA workstream of the OCPP, facilitating opportunities for staff development and progression

• Perform S grade level corporate responsibilities within JNCC, including (but not limited to) financial management, programme leadership, corporate planning and servicing requests from Team Leaders.

• Ensure cohesion of our MPA work with the wider international marine portfolio of work that JNCC delivers through our International Advice and International Implementation Teams and with progress
of our work on MPAs domestically within the UK

• It is preferable that you have a strong working background in the principles and practice of marine conservation. Ideally this will have been developed through overseas work/work experience.

Technical skills

  • Educated to degree level or equivalent qualification in a relevant subject and/or relevant recent practical work experience that provides the following knowledge, experience and behaviours.
  • Detailed knowledge and understanding of marine nature conservation theory and practice with a strong preference towards MPAs;
  • Experience in the delivery of complex projects with multiple partners to a tight deadline; and
  • Verifiable experience of integrating and analysing different types of complex data from multiple sources in a methodical and scientifically robust manner

Leave entitlement

JNCC annual leave allowance is 25 days per annum. After five years’ service, leave entitlement increases to 30 days per annum.
In addition to annual leave, JNCC offers 12 public and privilege days per annum, three of which are explicitly reserved for office closure between Christmas and New Year.
