Description
The UN System in the Maldives will embark on an innovative climate resilience programme that intimately connects intelligent, inclusive development for all, including a transformation in how energy is generated and used. The “Low Emission Climate Resilient Development (LECRD)” Programme takes a climate-resilient, low-carbon development approach for a selected atoll as a way of reducing its vulnerability in a visible and meaningful way. The Programme will demonstrate climate resilient development in an integrated manner in the selected atoll, with best practices to be replicated in all atolls in the Maldives.
 
Laamu Atoll was selected on 30 May 2011 as the location for the LECRD programme by the National Planning Council of the Maldives, based on a preliminary quantitative and qualitative vulnerability analysis of all potential atolls prepared by the UN. In brief, Laamu Atoll is one of the 26 atolls in Maldives. It is located in the far south of the country and has a population of approximately 11, 990 spread across twelve islands that are concentrated on the eastern edge of the atoll.
 
The UN Team has commenced a scoping exercise to identify and gather detailed information on which the Programme, its indicators and its activities will be based. An “introductory workshop” in July was held in Laamu that involved Atoll Council, Island Councils, private sector, energy sector, and civil society. There is now a broad conceptual support for the Programme and a foundation in place for further consultation and scoping activities in the atoll.
 
A desk review and continuation of the scoping exercise is planned for mid-September for the purpose of gathering specific information on the demographics, stakeholders, climate change vulnerabilities of the islands in Laamu, and past experiences in development programmes. In addition to this early scoping, three experts’ brainstorming sessions have been conducted to get the local experts views on the programme concept, perspectives on activities, and their preliminary views on possible programme work streams. A Community Consultation Workshop will be held on 10 – 12 October to further engage the stakeholders in programme formulation, by understanding more deeply the climate vulnerabilities of the people of Laamu.
 
The idea of the integrated approach to climate change programming to achieve transformational change in the lives of the people of Laamu will need to be translated into an operational programme document.   In view of the criticality of the programme formulation phase that will guide the implementation of the LECRD programme, a series of inception workshops will be conducted.
 
This ToR has been developed for the facilitator of the Inception Workshop to be held from 17 – 19 January 2012.

 

Duties and Responsibilities

The three-day Inception Workshop will bring the stakeholders together to achieve the following objectives:
  • Gain a better understanding of the climate change and development vulnerabilities in the islands of Laamu atol, and agree on and prioritization of key problems
  • Develop a common understanding of an integrated approach to climate-resilient, low carbon-development and how this approach could translate into sustainable human development
  • Define the broad programme goals (vision statements) expected from the LECRD programme
  • Understand the interrelated dynamics of the various elements of climate change programming and how integration could achieve the programme goals
  • Define the next steps to finalize Programme formulation
 
Expected outputs:
The following are the expected outputs at the end of the Inception Workshop:
  • List of key climate vulnerabilities identified and prioritized
  • Problem tree analysis on prioritized problems
  • Vision statement for each prioritized problem
  • Results map for each prioritized problem
  • Integrated nature of programme developed/ Workstreams have been identified

 Scope of Work
 The International Facilitator will have the following tasks:
  • Prepare a detailed agenda/programme for the Inception Workshop to indicate among other things, the objectives per session, methodology, roles and responsibilities, and time allocation (please refer to the attached concept note for the broad description of the sessions)  
  • Facilitate and guide the discussions in the sessions of the Inception Workshop in collaboration with the local facilitator, to ensure the achievement of session objectives 
  • Foster opportunities for interaction, stimulate interest, and creative thinking among participants and process the discussions in support of the workshop objectives 
  • Provide inputs to the workshop report that will be prepared by the Workshop Secretariat. The outcome of the workshop which will form a basis for developing the programme document for the “Low Emission Climate Resilient Development (LECRD)” Programme. 
 
DURATION OF THE ASSIGNMENT
 
The total duration of this assignment is 10 days, including the following:
  • 5 days for the preparation (3 days home-based; 2 days in Male)
  • 3 days for delivery of the workshop  (in Male)
  • 2 day for providing inputs to the report (home-based)
SUPERVISION
 
The Facilitator will work under the overall guidance of the UN Resident Coordinator and will be under the direct supervision of the UNDP Assistant Resident Representative on Environment, as chair of the UN inter-agency team on the LECRD programme, and the UN Coordination Specialist. The Facilitator will be working with the national facilitator and will be supported by the Workshop Secretariat.
 
FEES AND DISBURSMENT SCHEDULE
 
The facilitator will be paid a daily fee. Travel cost will be reimbursed on the basis of the cost of a return economy class ticket by the most direct and economical route to Male’ and back. DSA will be computed based on the number of days to be spent in Maldives for this consultancy, and will be given on the day of arrival to Male. The full fee will be paid upon satisfactory completion of this consultancy.

Required Skills and Experience

Education:

  • Minimum 5 years experience working as a facilitator; with successful experience in facilitating programme formulation workshops
  • Ability to work in a multi-cultural environment and as part of a team
  • Knowledge of the UN and experience working with the UN would be assets.
  • Knowledge about the Maldives would be an asset.

Language:

  • Excellent knowledge of English
