The UN System in the Maldives will embark on an innovative climate resilience programme that intimately connects intelligent, inclusive development for all, including a transformation in how energy is generated and used. The “Low Emission Climate Resilient Development (LECRD)” Programme takes a climate-resilient, low-carbon development approach for a selected atoll as a way of reducing its vulnerability in a visible and meaningful way. The Programme will demonstrate climate resilient development in an integrated manner in the selected atoll, with best practices to be replicated in all atolls in the Maldives.
Laamu Atoll was selected on 30 May 2011 as the location for the LECRD programme by the National Planning Council of the Maldives, based on a preliminary quantitative and qualitative vulnerability analysis of all potential atolls prepared by the UN. In brief, Laamu Atoll is one of the 26 atolls in Maldives. It is located in the far south of the country and has a population of approximately 11, 990 spread across twelve islands that are concentrated on the eastern edge of the atoll.
The UN Team has commenced a scoping exercise to identify and gather detailed information on which the Programme, its indicators and its activities will be based. An “introductory workshop” in July was held in Laamu that involved Atoll Council, Island Councils, private sector, energy sector, and civil society. There is now a broad conceptual support for the Programme and a foundation in place for further consultation and scoping activities in the atoll.
A desk review and continuation of the scoping exercise is planned for mid-September for the purpose of gathering specific information on the demographics, stakeholders, climate change vulnerabilities of the islands in Laamu, and past experiences in development programmes. In addition to this early scoping, three experts’ brainstorming sessions have been conducted to get the local experts views on the programme concept, perspectives on activities, and their preliminary views on possible programme work streams. A Community Consultation Workshop will be held on 10 – 12 October to further engage the stakeholders in programme formulation, by understanding more deeply the climate vulnerabilities of the people of Laamu.
The idea of the integrated approach to climate change programming to achieve transformational change in the lives of the people of Laamu will need to be translated into an operational programme document. In view of the criticality of the programme formulation phase that will guide the implementation of the LECRD programme, a series of inception workshops will be conducted.
