Renewable Energy Technology Development and Application Project (RETDAP) is a GEF funded project comprising of six components to reduce the growth rate of GHG emission from fossil fuel using activities through removal of the major barriers to the development and application of renewable energy-based systems that can supplant part of fossil fuel use in the Maldives.
The project facilitates the promotion of the widespread implementation and ultimately commercialization of RE technologies (RETs). The Project focuses on establishing an environment conducive to the adoption of RETs in the country. It involves the design, development and implementation of appropriate policies, strategies and interventions addressing the fiscal, financial, regulatory, market, technical and information barriers to RE development and utilization and necessary capacity building in the country.
International Consultant for End of Project Evaluation and Exist Strategy RETDAP (Consultant)is to work with guidance from National Project Director (NPD), UNDP country office, to evaluate RETDAP’s performances in all of its components and to come up with an evaluation report and an exist strategy for RETDAP Project. The report should include how the project activities will be merged with the daily works of the Climate Change and Energy Department.

Duties and Responsibilities
The Evaluation should focus on :
Project’s performance in terms of results (achieving objectives and outputs by means of realized activities and inputs used) and impacts, quantitatively and qualitatively measured by indicators.
Description of project impacts
Monitoring of the project operators on operation and maintenance
Management, administrative organization
Stakeholder participation
Operating and economic performance as well as energy and environmental impacts of the Project.
Technical and non-technical barriers that have hindered the functioning of the project
The results of the demonstration programmes
Evaluation Team’s assessment of the project design and execution
Conclusions and recommendations
Conclusions taken into account sustainability and replicability issues
Lessons learned and recommendations
Deliverables:
Comprehensive evaluation report on the project, containing methodology and results of the evaluation, compilation of lessons learned and recommendations for future replication.
Formulation of a post-RETDAP RE-based project.

Required Skills and Experience
Education:
Post-graduate education background in project management
Experience:
Should have 5 years experience in project implementation preferably in Maldives
Should have 10 years experience in management of private or government institutions
Experience in management of donor funded projects would be an asset
Strong linkage with agencies, private sector, financial institutions and OIA development agencies and good networking skills
Familiarity with energy-related issues (energy economy, technologies and barriers) would be a valuable asset
Language Requirements:
Excellent English reading, speaking and writing skills
