Background

Background
Funded by the Global Environment Facility and co-financed by the United Nations Development Programme and the Government of Maldives, the ‘Building Capacity and Mainstreaming Sustainable Land Management in the Maldives” project has contributed towards the establishment of a Geographical Information System (GIS) based Land Information System (LIS) for the management and land use planning of approximately 194 inhabited islands in the Maldives. The overall objective is to enhance to Government’s capacity to collect, interpret and apply land use information in establishing trend that will enable better decision making.
 
The LIS comprises of a relational database management system built on the National GIS platform which utilizes ESRI ArcGIS and Microsoft MySQL software. The NGIS developed with close cooperation among the line agencies of the government contains layers for topographic, infrastructural, environmental, social and economical datasets. The integrated LIS web-portal developed on Adobe Flex provides an interface for data collection and dissemination with various levels of Government as well as access to the public to relevant information.
 
The Maldives Land and Survey Authority (MLSA) is mandated with maintaining the LIS faces difficulties in capacity in for managing the database as well as the web-portal which was developed in the last quarter of 2011. Immediate technical assistance is needed in modifying the database to accommodate variations in the records as well as upgrading of the web-portal to incorporate more tools to ease in the capture of data available on land parcels.
 
MLSA is presently digitizing land parcel information for the capital Male’ from the Male’ City Council. It is hoped that with the availability of actual records for an island, will assist the process of further development and testing of the LIS and web-portal. 
 
Requirements
 
The consultant is expected to work closely with the Maldives Land and Survey Authority, the Planning Department of MHE, National GIS staff, all other relevant stakeholders and ICT staff to develop, test and upgrade the LIS as required. Ensure that clearly defined levels of users and protocols are put in place for access to the different datasets. Test the applications usability from a stakeholder location.
 
Carry out gap analysis and recommend missing extensions to the Arc GIS software which MHE will procure. Follow up visit for support and maintenance.
 
A significant portion of the consultancy is to be devoted to the development of capacity of the staff assigned to manage and maintain the LIS (on-the-job, theory and practical formalized trainings). These will include relevant training on ArcGIS as well as Flex programming as required. Of the staff assigned to the management of the LIS, two staff have graduate qualification.

Objective
 
The objective of this assignment is to assist the Government of Maldives in operationalising the existing Land Information System: from database design modifications, development, testing and capacity building to assist in management and administration. The main output will be to deliver enhanced functionality for the LIS database and web-portal.

 

Duties and Responsibilities

SCOPE OF WORK
  • The system must facilitate full capture of all existing parcel information such as, but not limited to, land rights, land documents, owner information, agreements, valuation information, mortgages, buildings, survey information, tax records, etc. 
  • The system must allow for enhanced queries and filtering required for MHE and Councils decision-making and work processes identified. The system must also allow for display of parcels on maps. Options should include selecting the parcel on the map, viewing of selected attributes, highlight parcels on a map, etc.
  • The system must be capable of creating parcel extracts, including attribute information, parcel maps and create complete history, specific queries, analysis and allow for production of simple reports.
  • Requirements to be met by the system must be reviewed in detail and endorsed through multi stakeholder consultations.
TASKS AND RESPONSIBILITIES
  • Carry out a review of the existing LIS design and structure with respect to the actual data on land parcels, including review of documentation and physical inspection of the existing hardware and software platforms of the NGIS.
  • Carry out consultations with relevant agencies, as required, including Maldives Land and Survey Authority, Ministry of Housing and Environment, ICT Department and Male’ City Council, an island council, to reach an agreement on the shortcomings of the existing LIS. Define and agree on the requirements for further development of the database structure and web-portal.
  • Carry out field visits with MLSA to minimum two islands for review and sample data collection
  • Develop the database structure and fields in light of the available land parcel information and consultations.
  • Provide assistance and support to the database entry on the server level (ensuring checks for data consistency, methodology for data collection, input in the server, quality control, etc.); input of satellite images, etc. 
  • Enhancement of the web-portal and LIS:
  1. enhance the data entry mechanism; additional tools such as draw, edit tool that can be parametrically constrained, automatic measuring for line, polygon input etc.
  2. redesign data entry forms to incorporate logical and intuitive experience for the user
  3. develop additional queries utilizing the available real dataset
  4. enhance the design of the web-portal’s graphical user interface
  5. full software documentation (built/design) from conceptual design, logical development to fully commented source code.
  • Carry out testing of all aspects of the LIS and web-portal.
  • Carry out capacity development trainings on: ArcGIS Desktop software; ArcGIS server (data base and administration); Flex (including but not limited to basic flex development, development environment, configuration; portal management) for staff managing the LIS; LIS usage training for identified users.
  • Update, modify existing user and administrator manuals to incorporate changes brought to the LIS.
  • Provide support and maintenance for the LIS and webportal for a period of 4 months from delivery of the final operational version of the LIS and webportal to address debugging and minor modifications as required.
  • Prepare mission reports which summarize the activities undertaken, describe the achievements and shortcomings and provide recommendations/suggestions for future developments.
  • The above outputs are to be achieved through a consultative process with the Ministry of Housing and Environment.
  • The consultant will report to the Assistant Resident Representative of Environment Unit, UNDP Maldives
DURATION AND FEE 
 
The proposed duration of the consultancy is 6 months. The consultant will work under a UNDP Individual Contract at a fee to be negotiated within UNDP Rules and Regulations. All local travel relevant to the assignment will be covered by the Building Capacity and Mainstreaming Sustainable Land Management in the Maldives Project.
The overall assignment may be carried out in separate missions to the Maldives starting 01 April 2012. The final operational version of the LIS and webportal must be completed and tested by end of June 2012. Following delivery of the system a 4 month period of support and maintenance must be provided.
 
DELIVERABLES
  • A detailed Workplan, describing how the Consultant/Contractor plans to implement the overall assignment, including a detailed timeline and scope of the assignment to be submitted 10 days after the start of the first mission, and discussed with the Project Manager and UNDP Land Use Planning Coordinator.
  • List of data available from land registers and other relevant divisions
  • Mission reports not later than 2 weeks after end of mission.
  • Updated land information system database application, updated and enhanced LIS web portal
  • Trained personnel at MLSA capable of maintaining the LIS database and web-portal

 

Competencies

COMPETENCIES
  • The Consultants should have demonstrated ability in developing and implementing SQL-based database applications for land administration.
  • The Consultant should have expertise in ESRI ArcGIS products and familiarity with application extensions
  • The Consultant should have regional/international experience in designing database and GIS application in the field of land administration or land management.
  • The Consultant should have proven training and teaching experiences in land administration, GIS and database development and application
  • The consultant should be a high level expert as S/he is expected to be non-partisan and impartial

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
  1. Proposal: Explaining why they are the most suitable for the work

FINANCIAL PROPOSAL 
 
Lump sum contract
 
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).  
 
Note on Data, Local Services, Personnel, And Facilities To Be Provided By The Ministry Of Housing And Environment
  • All documentation listed in the targeted studies, assessments, laws and regulations and required technical input from staff will be provided.
  • Data collected by the Maldives Land Survey Authority pertaining to land parcels
  • All costs associated with domestic logistics and travel within Maldives to islands will be borne by the Building Capacity and Mainstreaming Sustainable Land Management in the Maldives Project
  • Administrative support in the organization of stakeholder meetings, consultations and workshops.
  • Printing of reports and documents required for meetings and workshops.
  • Consultants will be accommodated during office hours (0800-1600hrs) at the Maldives Land and Survey Authority’s premises. Consultants are expected to bring their own laptop and equipment to work with.

EVALUATION
Individual consultants will be evaluated based on the following methodology:
 
1. Cumulative analysis
 
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  1. Technical Criteria weight; 70%
  2. Financial Criteria weight; 30%
  • Having received the highest score in the Interview process
Only candidates obtaining a minimum of 50 point would be considered for the Financial Evaluation

Required Skills and Experience

Academic Qualifications and Experience:
  • Advanced University Degree in Land Management/ Administration, Geography, Surveying or similar
  • Programming experience in SQL-based database applications for land administration
Competencies:
  • Have excellent interpersonal skills and demonstrated ability to work in a team environment.
  • The expert shall also have a thorough understanding of land management issues in a small island state context
  • The specialist should have good knowledge MySQL programming and use ESRI ArcGIS products
  • Fluency in English
  • Atleast 5 years international work experience in database and GIS applications in the field of land administration
