Background
|
The Government and the United Nations Country Team have formulated an innovative climate resilience programme that intimately connects intelligent, inclusive development for all, including a transformation in how energy is generated and used. The “Low Emission Climate Resilient Development (LECReD)” Programme takes a climate-resilient, low-carbon development approach for a selected atoll as a way of reducing its vulnerability in a visible and meaningful way. The Programme integrates comprehensive and holistic approaches related to energy security, rising sea levels, water, sanitation, livelihoods, food security, human health, governance, disaster risk reduction and natural resources, to enhance resilience of communities and people to climate change impact and promote sustainable development. By effectively demonstrating climate resilient development in an integrated manner in the selected atoll, the approach aims to generate a robust climate resilient development model for the Maldives, with best practices to be replicated in all atolls in the Maldives. In addition, the Maldives will be well placed to act as a solid knowledge centre of expertise in promoting resilient and responsible development.
Drawing on lessons learned from past area-based and climate-related programmes, the Government and the UN system have formulated an operational programme document which was developed after an inclusive process which followed the principles of national ownership, engagement with stakeholders, focus on results, development effectiveness (sustainability, capacity development, inclusivity), and human rights and gender mainstreaming. While the programme was based on extensive research, analysis and consultation, it has been more than 6 months since the framework was developed. In view of rapidly changing priorities of the country, an expert will be solicited to take a fresh look at the proposed programme, advise the country team and help finalize the programme document that will be ready for implementation.
OBJECTIVES OF THE POSITION
An advisor/expert should be able to assist UN team in taking a critical look at the existing programme framework based on additional consultations with key stakeholders and assessment of changes in the operating environment and emerging needs of the community and country, and in revising and fine-tuning the programme document with details to allow for the operationalising the programme.

Duties and Responsibilities
|
- By closely working with the UNCT and focal point in UNDP (Deputy Representative/Head of Programme) and RCO (Head of RCO), during the very first part of the assignment, map out the review and finalization process.
- Based on the agreed timeline and process, review the existing programme framework, update it with inputs from agencies and identify gaps that need to be filled in finalizing the programme document, in consultation with UN agencies, government counterparts and national stakeholders as relevant.
- Based on the assessment through 1 and 2, make improvements and revisions in the existing programme document, including its annexes and results framework.
EXPECTED DELIVERABLES
Final programme document , which contains updated and finalized versions of the existing programme document such as results framework, budget, management set-up and job descriptions/TORs of personnel mentioned in the programme.
DURATION
The contract will be for a period of 3.5 weeks in country, followed by on-line support for 1 week, making the entire exercise 4.5 weeks long. Details of the work plan will be discussed and finalized between the identified and selected expert and UNDP/UN country team.

Required Skills and Experience
|
The advisor/expert must have the following minimum-qualifications:
Education:
- Advanced university degree required in social sciences or other closely relevant areas.
Experience:
- Strong knowledge of programme policy and international development, preferably in the area of environment and climate change, but more importantly solid understanding of the concept of LECRED - climate resilience and sustainable development.
- Ten years of progressively responsible professional work experience in the field of international development and programme development, preferably UN joint programmes.
- Knowledge and past experience working in the UN system would be a must.
- Ability to work in a multi-cultural setting and manage a complex process of programme finalization. Self-starter and results-oriented.
