Description  

The Centre for Ecology & Hydrology (CEH) is a world-class research organisation focusing on land and freshwater ecosystems and their interaction with the atmosphere.  CEH is part of the Natural Environment Research Council (NERC) the leading funder of independent research, training and innovation in environmental science in the UK.

To lead the effective management of CEH Estates & Facilities, , Safety Health & Environmental (SHE) Management and Business Continuity to achieve a consistently high standard of service delivery across the four CEH sites.

The responsibility for Estates covers all Freehold and Leasehold management of the main CEH sites, major capital investment management, lease and SLA agreements for tenants, plus lease and access agreements for numerous scientific Field Sites. Facilities management includes the development and maintenance of fit for purpose building, plant and services in accordance with CEH needs including statutory compliance and industry best practices.  Facilities services are provided through a mix of internal and contractor services.

SHE management services are maintained at ISO14001 (2015) and OHSAS18001/ISO45001 standards. Additionally all areas are within scope of our achievement of ISO9001 standard.

Key Priorities

Leadership of the function (43 members of staff) to enable: 

  • continued development of Estates & Facilities, SHE and Business Continuity Strategies, which underpins the longer term needs of an independent CEH
  • continued review and development of specific Facilities Management functions, systems and processes to extend the range of consistency and ensure compliance across sites to aid optimum utilisation of sites, resourcing and facilities, with enhanced focus on scientific laboratory services
  • pro-active budgetary management and engagement in delivering efficiency savings
  • continued development of internal monitoring and auditing of performance and compliance of service management and delivery, with primary focus on statutory and regulatory areas, relating to and supporting existing OHSAS18001 and ISO14001 and contributing to maintaining ISO9001
  • deliver capital, capital Long Term Maintenance (LTM) and revenue Remedial plans and implementation, fully using Condition Survey and Capital Asset databases, in support of maintaining sustained improvements in building, engineering and services infrastructure
  • maintain and enhance effective Risk Management, Incident Response and Business Continuity plans in line with ongoing changing risk conditions
  • provide positive engagement with key stakeholders, including Directors, Science Area Heads, NERC/UKRI and UKSBS colleagues.

Skills & Qualification Requirements 

  • proven successful leadership and delivery of Facilities Management in a scientific environment
  • proven track-record in proactive co-development of management practices with senior scientists
  • proven staff leadership & performance management
  • committed, flexible, inclusive and motivated to deliver the highest quality service provision
  • proven resilience, confidence and adaptability to lead and manage a diverse range of services in an inclusive culture
  • proven ability to successfully adapt to, lead and manage through significant organizational change
  • highly skilled in effective communication, reporting, presentation, consultation and negotiation
  • proven project and budget management skills
  • membership of BIFM or equivalent status
  • proven knowledge in statutory compliance requirements and essential area services, ideally in  SHE Management, Security Management, Capital Project Management, Procurement, Service Contract Specifications and Performance Monitoring, PPM system, SFG20, CDM Regulations, Lease Management, Tenant Management & SLA’s
  • proven understanding of key areas including; OHSAS18001, ISO14001, ISO9001, Building Asset Register, Condition Surveys.

Status Changes

From April 2018, Centre for Ecology and Hydrology, a component part of the Natural Environment Research Council, will be part of UK Research and Innovation.  UK Research and Innovation will bring together the seven Research Councils, Innovate UK and a new organisation, Research England.  The vision for the new organisation is to be the best research and innovation organisation in the world.  More information can be found online at http://www.ukri.org.   From April 2018, you will be employed by UK Research and Innovation.

Associated with this change is the plan for CEH to subsequently move outside the public sector to become a not for profit research organisation with charitable status. We will continue to be funded as now by a mixture of NERC and competitively won income.
