This exciting role will lead an innovative project delivering a new, sustainable approach to tourism development in Norfolk and beyond.

EXPERIENCE (Experiential tourism to extend the season) focuses on sustainable development and enhancement of Norfolk’s natural and cultural tourism assets, via creation of off-season, experiential tourism opportunities. Norfolk County Council is the Lead Partner of this €23.3 million flagship project, collaborating with 13 other partner organisations across France and England.

We are looking for a highly experienced and motivated professional aspiring to play a central role in the sustainable development of Norfolk’s visitor economy. This will include management and coordination of multi-stakeholder and project partner delivery across 5 project work areas: 

1)            Tourism stakeholder engagement and training

2)            Experiential tourism product development

3)            Delivering off-season tourism infrastructure

4)            Marketplace testing and promotional campaigns

5)            Coordinating data collection and analysis to determine project impact

This is a high-value, high-profile project. You will have overall responsibility for successful delivery of all project outputs across Norfolk and five further Pilot Regions: Pas-de-Calais, Brittany, Compiègne, Cornwall and Kent. You will be required to maintain strong working relationships across project partners and external stakeholders, ensuring all organisations are supported to deliver work on time and to schedule, and in line with FCE Programme requirements. You will work closely with the Project Manager (Finance) to ensure the project progresses on time and to budget. Both Project Manager roles will report to the Project Sponsor and will liaise with the Environment Managers Group to ensure strategic cohesion between EXPERIENCE outputs and wider projects delivered by the Environment Service. Key responsibilities will include:

  • Day-to-day management of a large and busy project team, including both direct and matrix management of staff.
  • Maintaining effective working relationships between 14 international project partner organisations from across France and England.
  • Overseeing procurement, including development of briefs, tender review and award of high-value contracts using OJEU principles and best practice.
  • Maintaining an accurate risk register including a mitigation action plan, both for delivery in Norfolk and across the entire EXPERIENCE project
  • Monitoring and reporting on overall project resources, including progress against projected spend and working to claim deadlines
  • Monitoring and reporting on NCC project resources and match-funding, including progress against internal milestones which requires coordination across multiple working groups.

French language skills and experience in French workplace culture would be advantageous. A flexible approach to collaborative working and a calm and positive approach to problem-solving is essential.
