Description

Cornwall is on a journey; with its nationally renowned climate change and nature recovery programmes, it is pushing the boundaries of place leadership.

Cornwall Council is looking for an engaged and inspiring leader who can lead their emerging approach to climate and environmental adaptation; this role will be responsible for strategy and policy implementation relating to Flood and Coastal Erosion Risk Management (FCERM) for the council as the Lead Local Flood Authority (LLFA) and Coast Protection Authority (CPA). This role will also be responsible for relevant aspects of the Environmental Growth Strategy, Maritime Strategy, CIOS Shoreline Management Plan and the 10-year Climate Action Plan (especially the development of the adaptation elements of this plan).

The role holder will also support the Head of Environmental Growth through the delivery of Cornwall Council’s statutory work as LLFA, working closely with the Environment Agency, South West Water and DEFRA and provide advice on flooding incidents. A key function of the role will be the design, management and delivery of the FCERM Medium Term Plan in partnership with the Environment Agency and application for the associated Department for Environment, Food and Rural Affairs (DEFRA) Flood Defence Grant in Aid (FDGIA) budget. You will work in partnership with other Managers within the Environment Service, overseeing a co-ordinated approach towards delivering Statutory Duties, the Environmental Growth Strategy, Climate Action Plan and ensuring there is a jointly owned programme of work developing strategies into an effective pipeline of funded projects and operational activities.

You will lead in driving a positive culture, developing a highly motivated and high performing team, promoting the values and principles of the service and ensure sound cohesive relationships and interactions between service teams. You will also promote and embed a culture of working across teams and boundaries, committing to continual staff development and ways of working utilising all of the tools available including insights, staff training and regular development days.  Could you be the person we’re looking for?

Fairness and inclusion are at the heart of our vision for Cornwall.  In order to best serve our communities, we are striving to achieve a diverse workforce that is inclusive of all backgrounds, cultures and identities; e.g. race, disability, sex, gender, age, religion and sexual orientation. We are an equal opportunities and Disability Confident employer, and we will assess applicants on their merits.

Cornwall Council is committed to safeguarding and following safer recruitment principles to help make sure our staff and volunteers are suitable to work with children, young people and adults at risk. It’s a vital part of creating a safe and positive environment and making a commitment to keeping all service users safe from harm.

Whilst the location/work-base for this role has been specified, the current Government guidance around social distancing and our evolving ways of working means that the role may require you to also work remotely (e.g. from home/other locations). We will discuss this with you during the recruitment process.

This position is a politically restricted position.

Closing Date: 6th September
