Why JNCC?

Ecosystems are being degraded and biodiversity is being lost at significant rates around the world, and declines are continuing in the UK. These losses matter: we no longer have a sustainable natural system that can provide reliable supplies of clean water, purify the air, regulate the climate, or secure food supplies. More than half of global Gross Domestic Product is put at risk by losses to nature.

Many countries have made hugely important commitments to recover nature. Achieving these commitments will require transformative change across society and in the way we value, protect, use and engage with nature.

Collectively, we need to go high nature and low carbon, tackling the twin crises of biodiversity loss and climate change together. Nature can help us survive this uncertain future, but its ability to do so depends upon biodiverse ecosystems that are resilient to the changes ahead.

JNCC’s unique role, as the only statutory nature advisor to all four governments of the UK, ensures we make an important contribution to the UK’s international nature negotiations and commitments and to bending the curve on biodiversity loss.

Job description

The postholder will lead JNCC’s international work, through the newly created International Programme Board, making best use of the experience and capabilities within the organisation and with our partners to support the delivery of the UK’s international nature commitments and ambitions.

The work has a strong focus on mainstreaming nature: building our portfolio to provide data, information and advice to encourage and mobilise other sectors to co-invest with governments, by effectively evidencing and emphasising biodiversity benefits to support nature recovery. The postholder will be leading on four international work areas:

• International agreements – providing scientific advice to support the development of international commitments, including engagement with governments across the UK, to inform the development of international policy positions and their implementation in the UK.

• International reporting – advising on reporting commitments to ensure accountability, as well as building an evidence base, to help inform international investment; integrating data from across the UK to meet these commitments.

• Development and implementation of nature recovery strategies – advising on the development of nature recovery strategies abroad to direct and inform investment, including Official Development Assistance, from the UK and others. This includes a focus on the UK’s Overseas Territories. The area of work also supports implementation in priority countries through provision of scientific advice and support for capability building in country.

• UK international impact – helping assess the impact of the UK’s consumption and trade on the natural environment abroad and how these impacts could be mitigated through trade arrangements and investment of aid.

Leadership

• You will be an authentic, visible and strategic leader able to clearly articulate JNCC’s vision, mission and values, through your work and actions, and be inspiring about our work and its future.

• You will proactively collaborate with our Executive Leadership Team (ELT) to lead the organisation, collectively and efficiently, through the change needed to deliver JNCC’s mission, being confident in your engagement with staff and stakeholders.

• You will be a high-profile and influential advocate for JNCC externally and promote JNCC’s reputation for robust scientific advice.

• You will advise the JNCC Chair and Joint Committee, deputise for the Chief Executive as required, and sponsor the Joint Committee International Subgroup.

• You will participate in ELT’s collective leadership coaching for organisational health, as well as development in business planning, financial management, workforce planning, staff development and coaching, and cultural intelligence.

Resource Management

• You will be responsible and accountable for the resources (including workforce) allocated to you as Director of International Evidence and Advice in the CEO’s delegated budgetary control total.

• You will manage your baseline Grant-in-Aid funding and forecasts for non-core income to deliver the relevant outputs in the Business Plan subject to the limits and procedures outlined in the Financial Scheme of Delegation.

  • Experience of working internationally, with a good understanding of cultural, social, political and economic contexts for global nature conservation and recovery.
  • Experience of international science in any natural or social scientific discipline, and a good understanding of the UK Government’s domestic and international priorities as they affect the twin global crises of biodiversity loss and climate change
  • Experience in change management, including creating psychologically safe and inclusive working environments, engaging, listening and adapting to feedback, and providing confident and constructive challenge and support
  • A demonstrable commitment to equality, diversity and inclusion and a strong understanding of what it takes to become a learning organisation
  • A demonstrable commitment to self-development and awareness of impact on others, including supporting colleagues to take responsibility for their own learning and development.

Leave entitlement

JNCC annual leave allowance is 25 days per annum. After five years’ service, leave entitlement increases to 30 days per annum.
In addition to annual leave, JNCC offers 12 public and privilege days per annum, three of which are explicitly reserved for office closure between Christmas and New Year.
