The Maldives government with support of the UN is keen to establish a Climate Change Centre for Climate Change Centre for Adaptation and Low Carbon Development to support the governments and communities in addressing climate change adaptation by comprehensively evaluating all available options from social, economic and legal perspectives including greening the economies towards a low carbon future that also creates wealth, jobs, new economic opportunities, and local co-benefits in terms of health and reduced pollution.

The Centre will be an operational platform to provide demand based services that leverage the best available information on a given adaptation sector to public and private agencies at the national and sub-national levels. It will assist governments to exchange knowledge on adaptation solutions, act as a knowledge hub for all partners who wish to pool and share resources and technical expertise in-order to maximize impact and share experiences/synergize support on climate-related development initiatives. The Centre will therefore have hyperlinks with diverse institutions and centers of excellence working on adaptation and development.  Additionally, it will build upon the outcomes of the national activities given that the country is committed to be “carbon neutral” by 2020 and has now a major initiative to implement National Adaptation Programme of Action to systematically assess the cost of benefits of different adaptation options in the fields of land use planning and coastal protection.

Maldives is also uniquely placed to engage the private sector because of its major focus on high-end tourism consisting of nearly 100 high end resorts many of which are currently in the process of developing adaptation activities that also contribute to expanding their business opportunities.  Simultaneously, Maldives is working to put in place - in partnership with UNDP and the private sector - an exploratory model for access to insurance against climate related disasters.
While supporting key upstream and downstream policy work that sustains effective on-the-ground investments in countries, the Climate Change Center for Adaptation and Low Carbon Development will work in a multi-stakeholder framework with national and sub-national administrations, UN agencies and other partners to bring forward project ideas identified through the formulation of low carbon and climate resilient strategies to “an investment grade phase” at which financial institutions and private sector would be willing to engage. It will assist countries in accessing global and national financial resources and catalyzing investments from public sources and the private sector. By fostering development that incorporates climate risks in order to increase resilience of communities and countries, the Center will promote and assist in developing national policy frameworks to address climate proof sector policies by ensuring the incorporation of global building copes, protocols and standards, granting of permits and licenses to complement the project development and financial engineering services provided through other partners, such as UNDP’s environmental finance team.  Obviously, the Center(i) will not develop its own portfolio of projects and programmes and (ii) will not compete with existing agencies in terms of resource mobilization or programme management.

As discussed above, the Center will be designed as a Public Private Partnership service delivery platform to meet the demand of governments, communities and the private sector. It is expected to offer the following services:

  • Learning-by-doing initiatives and policy advocacy: The CCCVC will advise on implementable activities that integrate climate change adaptation and MDGs into national development priorities, strategies and sector policies. It will provide the best available policy advice and guidance that build upon learning-by-doing capacity development activities undertaken at the local and national levels. The Center will assist the countries by diagnosing, assessing and developing capacity for risk management and insurance that while integrating livelihood issues will minimize the risks of mal-adaptation.
  • Leveraging capital and expertise: The CCCVC will assist countries in leveraging financial capital and technical expertise from both government and private sector sources and develop incentives to engage the private sector in climate change adaptation where they have largely been absent until now.  The Center will develop innovative risk transfer instruments such as insurances and guarantees, in collaboration with domestic/international insurers and development banks.
  • Knowledge Management: The Center will Identify, analyze and disseminate key local, regional and global climate change related best practices and knowledge - including from the private sector - among vulnerable countries and across regional organizations. This will connect programmes and activities, ensuring that there are synergies and avoiding duplication of efforts and results.

Under the overall guidance and direct guidance of Ministry of Housing, Transport and Environment and UNDP, the consultant is to perform the following tasks (in discussion with governments, private sectors, development agencies, and other existing relevant centres of excellence):

  • Develop a Strategic Plan and a Business Plan for the Centre outlining the Vision, Aim (long term),objectives (short term),  and Actions that would pave way for the realising the above mentioned deliverables
  • Provide an assessment of demand of services for such a centre in consultation with government, other countries and the private sector
  • Prepare an operational  plan for the Center
  • Develop a strategy to mobilize resources, including human, financial and technical resources for the centre
  • Identify the core team of the centre and prepare  Terms of Reference for the Team Leader and core staff of the centre

Required Skills and Experience

  • Post Graduate degree with at least 5 years working experience within the disciplines of Business management
  • At least 5 years of demonstrated experience working on Climate Change and development with a sound understanding of climate change as developmental issue: understanding of vulnerability, adaptation and mitigation issues in terms of building resilience in countries impacted by the Climate Change
  • Proven experience in institution building /strengthening
  • Extensive network of international institutions/private sector/ individuals on issues related to CC, development, adaptation and resilience building.
  • Excellent communication and writing skills;
  • Excellent inter-personal skills and a self-driven personality
