Consents and Environment Programme Manager delivering Pathways to Growth (P2G) for the Offshore Wind Industry

We are looking for someone who enjoys solving problems, working with people who bring different views and who can appreciate the challenges faced by all those involved in the offshore wind planning and consenting process. Someone who can adapt to changing circumstances, listen to multiple views, find alternative ways to address issues and deliver clear recommendations and results.

The joint Government and industry Offshore Wind Sector Deal sets out commitments to deliver the 2030 and net zero offshore wind. The Offshore Wind Industry Council (OWIC), a joint government and industry forum, is responsible for delivering the Offshore Wind Sector Deal, with delivery workstreams including skills, supply chain, grid, consenting and environmental (Pathways to Growth, P2G)

The Pathways to Growth (P2G) workstream and team is supported by the P2G Coordination Group – a collaborative group with representation from Government, Statutory Nature Conservation Bodies (SNCBs), regulatory bodies, industry trade bodies and developers. The P2G Coordination Group brings their knowledge of work planned and underway to ensure the most critical issues are identified as “barriers” and to manage a series of roadmaps that identify the key activities and milestones that will resolve them. We are looking for an experienced Programme Manager to lead the Pathways to Growth workstream which focuses on consenting and environmental issues. This role will have budget and line management responsibility. Examples of the types of work you would be responsible for include:

  • In collaboration with industry and external stakeholders, promote the Offshore Wind Sector Deal, British Energy Security Strategy and Acceleration Task Force recommendations to enable the deployment of offshore wind projects to meet 2030 and net zero targets.
  • Working with stakeholders to develop a partnership approach towards resolution of environmental and consenting issues.
  • Identifying key consenting and environmental issues and the activities needed to resolve them.
  • Challenging existing project and initiative outcomes to identify gaps or risks to the closure of environmental issues to support more streamlined consenting processes in offshore wind.
  • Scoping and setting up work (including commissioning third parties) to carry out work on behalf of Pathways to Growth and project managing the work where it has been agreed that the P2G Team should take ownership of delivery.
  • Communicating, escalating and updating plans and issues highlighting impact on budget, resource and deliver implications to the Offshore Wind Industry Council.
