 COME OUTSIDE! REGIONAL CO-ORDINATOR (SOUTH EAST WALES)

Introduction

The overriding mission for Natural Resources Wales is to ensure that the environment and natural resources of Wales are sustainably maintained, enhanced, and used by the people, communities and economy of Wales in the present and for the future. 

The organisation, a Welsh Government Sponsored Body, will be expected to deliver for Wales and play its part in delivering against the three pillars of sustainability – people and communities, the environment; and the economy, thereby supporting Ministers to deliver the Welsh Government’s ‘Programme for Government’. 

As a recognition of the establishment of Natural Resources Wales and the organisation’s key role in delivering the Government’s agenda, Welsh Government has committed to developing shared outcomes against which delivery and performance (of both partners) can be aligned.

These shared outcomes recognise the need for close working with stakeholders (including customers, communities, staff and representative groups).  Multi-partner delivery will be central in addressing the key challenges associated with sustainable development and working in partnership with Welsh Government and other delivery partners, Natural Resources Wales Leadership Group will contribute collectively to deliver the shared outcomes[1]:

1.         The people of Wales are safe

2.         Natural resources are healthy and resilient

3.         There are more and better jobs for now and for the future

4.         The people of Wales are healthy

5.         People live in viable and vibrant places

6.         There are increased opportunities for people to achieve a better quality of life, and people are wealthier with greater equality

Delivery against these outcomes will require new ‘ways of working’ and Natural Resources Wales is committed to being a learning organisation adopting an ecosystems approach to deliver the NRW’s overall mission.

As a new organisation, Natural Resources Wales will face challenges in establishing itself as an exemplar in terms of how it delivers these innovative and far reaching concepts in Wales.  There will also be challenges in ensuring that the organisation provides value for money for Wales and maximises the impact of sustainability for our people, communities, environment and economy.

Job purpose

To co-ordinate the delivery of the Come Outside! Programme in areas of South East Wales, helping to develop access opportunities to Wales’ natural heritage so that everyone can enjoy it and benefit from it.

Job Specific Responsibilities

Delivering results

Develop and deliver the Come Outside! Programme to achieve its aims and outcomes, meeting all deadlines, as set out in the Come Outside! Project Plan.

Develop and deliver facilitation, training and mentoring packages for the Come Outside! Teams and emerging outdoor activity groups, based on good practice around engagement, participation,, monitoring and evaluation

Liaise with the Operations Support Team to ensure Come Outside! budgets are used effectively to support the activities of the Come Outside! Teams and outdoor activity groups, adhering to financial policies and procedures.

Maintain up-to-date and well organised electronic and other records..

Building Strong Stakeholder Relationships

Work with regional and local organisations to secure their commitment to the

development of local Come Outside! Teams in the target communities

Develop, support and mentor local Come Outside! Teams so they deliver on the outcomes of the Come Outside! Programme with the communities they work with.

Provide the Come Outside! Steering Group and the Come Outside! National Partnership with the best possible advice and briefings on the Programme and its management

Consistently meet the standards required to fulfill the expectations of our partners, reflecting our corporate values.

Developing People

Take reasonable care for the health and safety of yourself and others and comply with all health and safety legislation as appropriate.

Job Specific Requirements

Practical experience of using community development principles and an understanding of participative methods of engagement.

Demonstrable skills in training, facilitation, team building and partnership working.

Proven ability to plan and deliver projects and meet deadlines.

Excellent verbal and communication skills including the ability to effectively work with organisations and authorities at regional and local level.

Demonstrable IT skills, including use of word processing, spreadsheet, database and e-mail applications in a Windows environment

The ability to legally drive a car in the UK

An understanding of monitoring and evaluation practices.

Some knowledge of the environmental and outdoor activity sectors in Wales and Welsh Government environmental, social and economic policies.

Due consideration has been given to the Welsh language requirements for the post and the existing skills within the team. Taking this into consideration the Welsh language skills required for the post are at:

Level 1

The ability to use basic Welsh conversational phrases (eg ‘bore da’ – ‘good   morning’) and to pronounce Welsh place names correctly

Personal Responsibilities

Status

This is a fixed-term, pensionable full-time appointment of 37 hours a week to November 2015

£24,271.00
