Background

The United Nations Development Programme (UNDP) in 2007 established in Athens, Greece a Programme Management Office (PMO) in charge of implementing the Black Sea Trade Investment and Promotion Programme (BSTIP). The Programme is providing support to Mainstreaming Climate Change in the Black Sea region by performing a regional climate change vulnerability assessment and promoting green economy ventures which promote climate resiliency.

 

Duties and Responsibilities

The Consultant will be expected to work on the Mainstreaming Climate Change in the Black Sea project funded by grants from the Government of Austria and the BSEC Project Development Fund. The Consultant will be home-based, working on a part-time basis. He/she will ensure the quality and impact of deliverables, provide technical knowledge in the areas of climate change and green economy and project management support. The Consultant will communicate regularly with the UNDP project office in Athens, Greece, and contact project stakeholders in Vienna and Istanbul as needed. His/her functions include but are not limited to:

  • Assist in the selection of the author of the climate change vulnerability assessment
  • Provide guidance to the author of the climate change vulnerability assessment, edit the assessment and provide quality assurance.
  • Assist the Project Manager in the execution of the project plan;
  • Update project stakeholders on the status of the project as necessary;
  • Provide technical support in the identification and selection of green SMEs (small and medium enterprises) to participate in the program;
  • Provide technical support in the development of the agenda and the recruitment of participants in conferences and forums;
  • Draft communication materials for the review and approval of the supervisor and/or other colleagues; and;
  • Prepare briefing materials as required for mission travel and/or discussion on project activities and status.

 

Competencies

  • Knowledge of environmental and climate change issues in the Black Sea region
  • Strong understanding of concepts of the green economy
  • Experience working with green enterprises particularly those related to renewables and waste management/recycling.
  • Project/programme development and planning and skills
  • Familiarity with UNDP and its project planning processes.
  • Proven ability to manage the development of studies and conferences related to climate change and/or green economy
  • Some knowledge of trade and investment issues is desirable.
  • Ability to network, to partner and actively interface with internal and external clients and partners to meet work objectives.
  • Strong understanding of Rio+20 and its impact on green business development
  • Excellent drafting and presentation skills.
  • Openness to change and ability to receive/integrate feedback
  • Ability to work under pressure and stressful situations
  • Strong analytical, reporting and writing abilities

 

Required Skills and Experience

Academic Qualifications/Education:

  • Bachelor’s degree in Environmental Science/Studies, Climate Change, Social Entrepreneurship, Economics, Public
  • Administration, Business Administration or any other related subject; a graduate degree is an asset.

Experience:

  • At least three years’ experience working on projects related to climate change and green economy.
  • At least one year of experience working with green business enterprises.
  • Experience writing, developing and/or managing climate change assessments and studies.
  • At least two years of experience developing, planning and/or managing projects for UNDP or other donors
  • Prior project experience in the Balkans or the Black Sea region.

Language skills:

  • Excellent writing, editing, and oral communication skills in English
  • Basic knowledge of Russian, Turkish, Greek or German is an advantage

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 47 points:

  • Criteria A – Climate Change/Green Economy project experience – max points: 10
  • Criteria B – Green enterprise experience – max points: 10
  • Criteria C – Climate change study/assessment experience: – max points: 10
  • Criteria D – UNDP project experience: 10
  • Criteria E – Balkan/Black Sea regional experience: 5
  • Criteria F – Russian, Turkish, Greek or German language skills: 2

Financial Criteria - 30% of total evaluation – max. 20 points

*Please note that the financial proposal is all-inclusive except for travel and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services.

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
