Academic Qualifications/Education:
- Bachelor’s degree in Environmental Science/Studies, Climate Change, Social Entrepreneurship, Economics, Public
- Administration, Business Administration or any other related subject; a graduate degree is an asset.
Experience:
- At least three years’ experience working on projects related to climate change and green economy.
- At least one year of experience working with green business enterprises.
- Experience writing, developing and/or managing climate change assessments and studies.
- At least two years of experience developing, planning and/or managing projects for UNDP or other donors
- Prior project experience in the Balkans or the Black Sea region.
Language skills:
- Excellent writing, editing, and oral communication skills in English
- Basic knowledge of Russian, Turkish, Greek or German is an advantage
Evaluation of Applicants:
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
Technical Criteria - 70% of total evaluation – max. 47 points:
- Criteria A – Climate Change/Green Economy project experience – max points: 10
- Criteria B – Green enterprise experience – max points: 10
- Criteria C – Climate change study/assessment experience: – max points: 10
- Criteria D – UNDP project experience: 10
- Criteria E – Balkan/Black Sea regional experience: 5
- Criteria F – Russian, Turkish, Greek or German language skills: 2
Financial Criteria - 30% of total evaluation – max. 20 points
