As a member of the Future Generations, Climate Change and Landscape Team within the Knowledge, Strategy and Planning Directorate, the post holder will project manage NRW’s Net Carbon Positive project to enable the organisation to assess its current net carbon impact and identify an approach to achieving Net Carbon Positive status, including the feasible timescale for attainment. The role will also involve ensuring the process of embedding climate change risk assessment and adaptation measures within NRW’s high risk activities is coordinated with the mitigation action. In performing the role the post holder will embrace the principles of sustainable development as our central organising principle and embed the principles of ecosystems services and natural resource management.  

Job Specific Responsibilities  

Delivering results 

The post holder will:

  • Coordinate and project manage the delivery of the Net Carbon Positive project, playing the lead role in ensuring integration of the sub-projects, and where necessary collaboration across NRW to enable their delivery
  • Coordinate the process of embedding climate change risk assessment and adaptation measures within NRW’s high risk activities
  • Manage and monitor budgets and resources to enable the timely delivery of the outputs
  • Coordinate the procurement, management and delivery of external contracts in relation to specialist advice and other components of the project that are most appropriately contracted out
  • Organise Steering Group, Practitioner Group and WG liaison meetings to provide appropriate governance of the project
  • Produce regular update reports on progress, including identification of risks and issues that may threaten delivery for review by the Steering Group
  • Help organise and deliver an NRW-wide scoping exercise to identify options for achieving Net Carbon Positive
  • Help organise the gathering, analysis and reporting of evidence in relation to other sub-projects
  • Organise and lead production of evidence reports for external and internal audiences 

Building strong stakeholder relationships 

The post holder will:

  • Help promote understanding of the goals and purpose of the project and adaptation work both across NRW and externally, including the production of communications outputs (in liaison with Communications Directorate) and presentation of the project to others
  • Develop and maintain effective, collaborative working relationships and new ways of working with colleagues across the organisation to achieve NRW-wide engagement in the project and adaptation work;
  • Build positive relationships with the internal project team and external contractors and stakeholders, including WG;
  • Represent NRW with credibility and professionalism, attending and contributing to external fora, as required.

 Ensuring effective governance 

The post holder will:

  • Ensure that NRW policies and procedures are adhered to in delivering the project
  • Maintain performance against agreed goals and targets set out in the teams work plan
  • Report exceptions and investigate complaints, near misses and incidents in line with corporate requirements
  • Maintain records and information in line with regulations and agreed standards 

Job Specific Requirements 

Educated to degree level, or with equivalent in work experience and other qualifications, the post holder will be experienced in the management of complex projects that require the coordination of both substantial external contracts and internal organisation-wide engagement. You will have experience of organising and integrating the delivery of a diverse range of work by a wide range of individuals. A working knowledge of climate change science and policy, particularly in relation to mitigation and carbon management is desirable. You will need to be an excellent communicator, be able to demonstrate effective interpersonal skills and be a strong team worker. 

You will possess proven ability and/or knowledge in the following areas:

  • Extensive experience of project management, including coordination of multiple projects/sub-projects including budgets, resources and timescales
  • Procurement, management and delivery of external contracts
  • Writing reports and collating and analysing evidence and data
  • Working independently demonstrating personal initiative and good organisational skills
  • Being innovative and demonstrate drive to achieve efficiencies and meet targets
  • Working with and influencing others – building, maintaining and improving relationships with key internal and external partners to achieve the best practical results
  • Problem solving – understanding causes and implications, challenging assumptions, and being enthusiastic and persuasive in demonstrating how obstacles can be overcome.
  • Communicating effectively and confidently both verbally and in writing.

Welsh Language requirements

Due consideration has been given to the Welsh language requirements for the post and the existing skills within the team. Taking this into consideration the Welsh language skills required for the post are Level 1 - The ability to use basic Welsh conversational phrases (e.g. “bore da” – “good morning”) and to pronounce Welsh place names correctly.

Knowledge/Qualifications

Educated to degree level or equivalent in work experience and other qualifications plus be able to demonstrate the ability to quickly learn new skills and technical knowledge topics.

 The post holder is responsible to: Future Generations, Climate Change and Landscape Team Leader 

This post is responsible for: delivery of NRW’s Net Carbon Positive project to enable the organisation to assess its current net carbon impact and identify an approach to achieving Net Carbon Positive status, including the feasible timescale for attainment. 

Status 

This is a fixed-term, pensionable full-timeappointment of 37 hours a week until 31 March 2017. 

Salary  

£36,155 

This role will be subject to a forthcoming Job Evaluation exercise and this may result in a change to the salary.
