The Energy Community Secretariat is one of the institutions set up under the Treaty establishing the Energy Community (the "Treaty"). The Energy Community is an international organisation with its seat in Vienna. The Secretariat has overall monitoring, coordinating and administrative functions in regard with the implementation of the Treaty.

In parallel to the contracted/seconded positions, the Energy Community Secretariat offers a limited number of internships for persons who wish to acquire an understanding of the Energy Community’s work or gain experience in the field of their studies / work.

    Additional Information

    Under the supervision of the Head of European Green Deal Unit, Renewable Energy Expert shall be involved in the following tasks:

    • Contributing to designing and implementing approaches further aligning Contracting Parties with the principles and rules of the Green Deal, in particular related to renewable energy, in the context of three Eastern partner countries (Georgia, Moldova and Ukraine),
    • Monitoring the implementation of the Energy Community acquis in the field of renewable energy and providing assistance to Energy Community Contracting Parties in drafting and implementing policy, legal, regulatory, and financial frameworks, with a specific focus on sustainability and greenhouse gas emissions criteria for biofuels, bioliquids, biogas and biomass fuels,
    • Collecting, processing, analysing and presenting data in the field of renewable energy, relevant for the assigned tasks,
    • Support for implementation of EU4Energy Governance Work Programmes in Georgia, Moldova and Ukraine,
    • Supporting the Ukraine Energy Support Fund in the implementation of renewable energy projects,
    • Fulfilling any additional tasks as requested by the Head of Unit and the Director.

    Selection criteria

    Eligibility criteria:

    • Citizenship of either EU Member States or of any Contracting Party to the Treaty,
    • Physical capability to fulfil the responsibilities associated with the position,
    • University degree in science, economics, public administration or a closely related field,
    • Minimum of 5 years of experience in renewable energy sector, preferably within EU Member States and/or Energy Community Contracting Parties,
    • Demonstrated working experience and in-depth knowledge of EU policies in renewable energy, with a particular focus on sustainability criteria for biofuels, bioliquids, biogas and biomass fuels,
    • Excellent command of English.

     

    Supplementary criteria:

    • Proven experience of working in multicultural and multidisciplinary environments,
    • Ability to perform well under pressure,
    • Strong analytical and drafting skills.

     

    Employment contract

    The Renewable Energy Expert will be offered a contract for three years, with a probation period of 6 months, which may be renewed. The duty station is in Vienna, Austria.

    The salary ranges are defined by the Energy Community budget. For this position, the Energy Community Secretariat offers a tax-exempted salary of EUR 6.473. The final remuneration will be determined based on qualifications, experience, and outcome of the recruitment process.

    Other benefits consist of:

    • 30 annual leave days per calendar year, as well as the official national holidays of the duty station,
    • Up to three work from home days per calendar month,
    • Accident insurance fee coverage of 100%,
    • Health insurance scheme in the form of a monthly reimbursement of up to EUR 500 of the actual cost of the individual health prime,
    • Coverage of selected individual development and trainings.

     

    The terms and conditions of employment adhere to the provisions outlined in the Energy Community Staff Regulations.

    The commencement date of the employment is expected to be as soon as possible, preferably in July 2024.

    Additional Information

    Under the supervision of the Head of European Green Deal Unit, the Expert on Sustainable Finance and Clean Energy Transition shall be involved in the following tasks:

    • Develop and implement strategies to align the organisation with the principles of the Green Deal, with a specific focus on sustainable finance and the clean energy transition,
    • Assist in the Secretariat’s role in promoting a sustainable energy projects and coordinate cooperation between the Secretariat, EU institutions, IFIs, and other donors present and active in the Parties,
    • Stay abreast of developments in sustainable finance, clean energy technologies, and relevant policies to provide informed guidance to the organisation,
    • Contribute to the low-carbon transition of the Energy Community by monitoring the implementation and further development of the Energy Community Decarbonisation Roadmap,
    • Perform any other tasks as requested by the Head of Unit and the Director.

    • Profound knowledge and understanding of EU policies related to the position, current trends, best practices and regulations in sustainable finance,
    • Excellent command of English.

     

    Supplementary criteria:

    • Professional experience in the EU Member States and/or Energy Community Contracting Parties will be considered an asset,
    • Excellent analytical and drafting skills; strong presentation and negotiation skills,
    • Proven experience of working in a multi-cultural and multi-disciplinary environment,
    • Capable of performing well under pressure.
